When the following ratio is greater than 1, 27% INT is better. When the following ratio is less than 1, 13 MA is better.

(4*(TotalINT)+0.27*(BaseINT)+LUK)*MA
(4*(TotalINT)+LUK)*(MA+13)

In the numerator, you should floor the BaseINT when you're multiplying it by 0.27. If you get more out of 13 MA than 27% INT, that means you are weak and probably shouldn't be pondering this question.
