IIRC there's a thread on lolbasil about this. It said that you should go to the ship's prow and spam Dragon Thrust until the game automatically stopped doing the skill for you. It had a specific timing as well (8:30 according to Google).

Thanks, I didn't check the basil thread, but the solution you mentioned worked. Having to use a work around still makes it a bug though. The only thing I could imagine being the cause of this is that that map was set up within their "there shouldn't be skills used here" auto-kick, whilst accidentally removing the in game block to use skills. Hence using the anti-botting skill stopper renders you unable to use skills until you move again protecting you from the kick. Fight protection software with protection software? ... Of course I have no idea what the real cause is and why that solution works, but that's the closest I can come to making sense of it.
