The latter (say yes and break off later) is more devastating. I would never propose to a girl in public. I don't even want a public wedding.
Using publicity to force a girl into marriage feels wrong to me. If I had to choose between the two options, I'd rather have a public rejection. Just because she rejects me in public that time doesn't mean that later attempts won't work. It just means that she's not ready at that time. It'd be a larger hassle if she says yes in public but later says otherwise later on in private. Then I would have a bunch of people asking me, "OMG WHEN'S THE WEDDING? INVITE ME!" and I'd have to explain my unworthiness. It'd also make her look indecisive.
