Unless monsters actually live long enough for you to Toss, and then juggle one round, max Rolling Spin. Final Toss isn't useful unless the monsters either require you to do two or three chains of Full Swing + Final Toss, or you have Sudden Strike. At least with Rolling Spin, you can ramp up your combo so you can Fenrir or Judgement quickly and by the time you're 115, you'll be able to have at least 16 Toss ready.
If monsters are actually strong enough to require you to juggle, or you're at LHC, which you're not right now from what I see, then go with Final Toss first.
