I'm probably going to pick up Poker Night at the Inventory as well, if only for the TF2 exclusives. Still, I think $3 dollars justifies the game itself - it's a decent texas hold 'em game.
I've amassed 3 tickets so far (Joined the Group, had Swords and Soldiers from a Bundle a couple of weeks ago, and just bought Tori Toki so I got that one as well). It showed me this when hovering over the SpaceChem map:
Which would make me think you could choose it even if you don't own the game.
Also, that's not to say it won't be released afterward. I was looking at the Facebook page for A.R.E.S.: Extinction Agenda's development team and they made a post about a DLC for the game.
While not naming it specifically, it sounds exactly like the current prize that's available. Which leads me to believe that most of the "game-impacting" items would become DLCs after the Summer Camp Sale. Items such as the Summer Shades for TF2, which are appearance only, would be available during the Summer Camp and nothing else.
Just a guess though.
