Two problems: your ISP is Comcast and you're using a Motorola cable modem.
In all seriousness, try to figure out what's going on with your modem. Try http://192.168.100.1 and click signal, copy/paste it here. And click logs, then copy/paste it here. Don't do anything else with it.
Oh and is Comcast the only ISP around there? You could always threaten to switch if they don't do anything about it.
