There has been a concern that the Phantom Blow Skill Book was not given to Dual Blades. As with other skill books, it must be obtained from monster drops. Please hunt Zakum or Chaos Zakum to find it.
I'm glad I just gave my Phantom Blow skillbook to a friend and won't be turned to waste.
But that freaking SUCKS for players who bought or obtained CoH skill before the patch. -.- I have a huge feeling Zakum's NOT gonna sleep tonight...
