I'm sick of this question.
It varies. It always has varied.
The simplest way to put it without factoring other things would be to take your total weapon attack and divide it by your total stat.
Something along the lines of:
WeaponATT/Stat = Ratio. (Durr.. You'd think math would teach you ratios..)
