You can only be "certain" after server-up.
Up until then they can always discover a bug that absolutely necessitates a client update, and therefore a new patch file.
Back up your MapleStory directory before applying the patch. That way, if they change the patch file, you can restore your v0.98 maple and apply the new patch to that.

That's probably pointless. If they change the patch file it means they've changed the full installation too.
