Chaos: Age of Heroes Events

I have questions..

The Jumpstart event.. assuming we already have a 70+ character, can we create our Dual Blades instantly after the patch? Or we have to wait until event ends?

And also..

If I create my Ultimate Adventurer after the patch, does it qualify for the Boom-up Event?

You can create it instantly after the patch.

No, I doubt it because I presume the gifts are in pre-requisite order. So you'd need a level 1 character to get the first set. Then you level it to 30 to get the second set, and finally 50 for the third set.
