Chaos: Age of Heroes Events

I have questions..

The Jumpstart event.. assuming we already have a 70+ character, can we create our Dual Blades instantly after the patch? Or we have to wait until event ends?

And also..

If I create my Ultimate Adventurer after the patch, does it qualify for the Boom-up Event?
