Try running in windowed mode at your desktop's resolution to increase FPS stability a bit.

Vlad is easy mode to play yeah, and I love fighting vlads now that I own him. Once you own him you learn
how he plays and what limits him. My favorite thing is waiting for him to Q something then flinging burst at him.
He just can't hang with burst damage.
