[1.2.388] Even more Cannon changes

Sigh....is it just me does this class seem less and less appealing with every little "tweak" they give it?
It looked so awesome at the beginning....now it's just meh


Bazooka buff makes me happy, but the Buster "Cannon-ifying" and Extreme Vital nerfs drive me crazy
...Still gonna main one though...
