That aside though, "ultimate" is only the final/last/maximum in any given time frame/process. There can always be something else down the line that is the "new ultimate."
And I'm fairly sure such an article by IGN isn't going to be that precise in the wording...they're just using the word to express how much stronger/harder Empress Cygnus is compared to Pink Bean or our other bosses.
