Were Cygnus Knights some sort of beta for future rebalancing?

I think it's more likely that moving skills to lower jobs is just a general pattern for Nexon when redesigning classes that Nexon began doing with the introduction of Cygnus Knights. Because of the way higher level skills completely replace lower level skills in MapleStory instead of complementing them, it wouldn't be as exciting if Nexon only did extensive revamping of lower level skills, because higher level characters would never use them. Moving Fire Demon to 3rd job is just a way for Nexon to reuse an existing graphic and mechanic, and introduce a newer, better skill at the same time.
