Question: Never found out the answer to this but does the new db mask/evan glasses/cygnus earrings/new lilins and resistance stack with previous items or with each other.

None of the rings stack, old or new, and they all stack with each other.

By the way I find it hilarious people are planning their level 140 gear already as if the Empress is this easily defeated. You need dream stones last I remember and Empress from what it looks like is harder than Pink Bean.

There's nothing that I know of that requires dream stones. I've seen 140 equips floating around kMS, no weapons though, and the Empress remains undefeated, so they may be a lot easier to acquire than one might think.
