Weapon attack is always better than str/dex/luk.
The only thing that changes is the ratio of "How much luk/dex/str is equivalent to 1 weapon attack" and that answer depends on the formula which indirectly relates to your level. As you get higher level, your primary/secondary stats go up but it takes much more of them to equal the multiplier that 1 weapon attack has.
As for mages, 1int = 1 Magic attack [ignoring the 1 mdef] in terms of damage. However, int is slightly better than 1 Mattack but the difference is negligible.
