GP is a wishy-washy thing. A good GP player can pretty much do quite a bit of trolling and cockblocking (though not at the extreme levels that Singed can carry out). He seems innocent and looks like a good champ to target first in a gank, but lets take a look here: An IE-enhanced, AD-infested Parrley (a HUGE squishy killer if those factors are in place), his Scurvy (cockblock any debuffs/ganks on him and allow him to escape if done right), his Raise Morale and his Ult (anti-escape/finisher/saver) can combine to do some serious damage if worked in concert with what his/her teammates have. I have seen this happen quite a few times lately.
Though a bad GP player will make me facepalm.
