If you compare ONLY the armor reduction, Last Whisper has an edge most of the time unless you're attacking squishies. When you factor in the other DPS stats, Cleaver is better in most cases.
Also, your entire team can potentially take advantage of armor reduction.
Most cases being you're actually autoattacking.
