Glass cannons only work for so long. Sure you can do massive damage, but if the opposing team has any brains, they'll just focus you down first, because you have no defensive items whatsoever.

Levels =/= Skill.
Levels = Experience.

Except guides are just that. They "guide" you on how to build a certain champion against certain comps and what's recommended. That's how I see guides, at least. I mean obviously after a while you can freely modify it on your own to see which works well for you.
