Frozen Hearts lowers attack speed of nearby enemies by 20%. If the enemies are AP champs, they wont be attacking your with their auto attack probably, meaning a decreased aspd does nothing to them. The 99 armor and 20% cooldown reduction (on top of the 500 mana) is still nice... but there are better things for annie.

+75 Ability Power +12 Mana Regeneration per 5 UNIQUE Passive: Reduces ability cooldowns by 20%.
-If you're looking for armor then consider Zhonya's hourglass if you want a bit of armor"
+100 Ability Power +50 Armor UNIQUE Active: Places your champion into Stasis for 2 seconds, rendering you invulnerable and untargetable but unable to take any actions. 90 second cooldown
-If you need lots of armor due to autoattackers then get a thornmail or the Frozen Heart
