Find some Worm Teeth off Devourers (worm type enemies in the corruption) and use them to make some Unholy Arrows. They pierce, so you can shoot them right through the mini eyes and hit the eye.

You can also pre-make some kind of battle area using wooden platforms to make it easier to fight him. The first time I fought the Eye and Eater of Worlds I made something like this;
