Masteria itself is not based on any existing places. Yes it has those landmarks, but Masteria is something completely separate from the real world aside from references. The World tours are actually supposed to bring you to that place in the real world.
Also, when I pmed Isaac about this, he stated that Masteria is the only one to call itself, through its lore, as another continent.
