Without doubt, the first was better. This movie was derivative and very reliant on the first. The story structure is cloned from the first, and without references and elements of the first movie being recycled, some of the humor wouldn't have worked or wouldn't have as much impact. Take how the black Doug gag was unexpectedly recycled, for an example. It works on its own as a pretty funny gag and the dialogue exchange with the guy in charge of releases was hilarious, but I don't think it'd have as much impact without remembering the first movie. Despite that, it does manage to have a few brilliant original lines that are worth quoting, but it doesn't change my opinion that it wasn't as good because it wasn't new or surprising.
