Sarah's on the ball here. You've known her far too long for lunch to really be the way to go. If you want to tell her you like her in a way other than a friend, go with dinner. A relatively casual dinner would probably work, and try to make sure it's somewhere you know well enough. Keep your expressions of your feelings to match the setting, calm and not big, staying in that early phase of "like you" and letting her get the idea you're giving.
