Um.. When i had problems with my fps i looked at the trouble shooting guide on the League Wiki, heres a couple of things:
Set everything to Low or Lowest with no Shadows
Set the fps thing to Benchmark
Lower the in game Resolution (Kind of makes it look ugly as hell but it does help fps if you can stand it)
Try running something like GameBooster
Disable Firewall/Antivirus
You can also check to see if the drivers for like your graphics card are up to date. If your still having problems you might have to replace your graphics card im not sure.
