Oh, I was under the impression that the level limit was the cause of the skyrocketing monster levels. Okay, so you WANT that to increase, then.

Well the monster levels DO increase as you go further down the item world, but they only increase by floors. Item Levels gained by the other 3 methods only increase the Item Levels, but not the monster levels.
