Though, as Josh mentioned, Rammus does jungle a bit slower and any champ that are better junglers can outshine him. Though yes, he can jungle to pull instagibs from the bushes. 
By any chance Unleashing, do you use Wriggles on Rammus? Whenever I jungle with him once in a long while, I find that item very useful for me for jungling. Lifesteal (sustain myself in the jungle and lanes + clear creep waves), armor (adds a good 6-8 AD due to my passive + adds a tiny bit to DBC), AD (I can hit harder obviously), and of course, the 500 damage proc, which I find very, very useful for him since he is pretty damn slow at clearing the jungle without it.
