WW is one of the better sustained junglers, but even for him, it's a lot easier with some proper runes/masteries. And yes, masteries can make almost as big of a difference as runes can. It is possible to jungle at extremely low summoner levels, but usually the cost is that you are unable to gank with anywhere near the same timespan as you would with tier 3 runes + lvl 21-30 masteries.
