That's the equivalent of saying people who break the speed limit only do so because the speed limit itself is wrong.
Rules exist for a purpose, evading them has consequences, both the rules and the consequences must be enforced equally and consistently and whether or not people agree with them doesn't change their responsibility to abide by them or face the consequences.
