In all honesty, people make Warmogs out to be worse than it really is, although it is absolutely horrible on certain champions such as Mordekaiser and anyone else that already has a boost to their health, such as Cho'Gath.
I like a late game Warmogs on Cho'Gath, or a super early one, i.e. before lvl 11. In the first scenario, it's especially good against teams with a lot of long range poke or dots. Late game staying near full health, or being able to walk out of a fight and then walk back in, is pretty important. Yes you can get health and regen from other sources, but this is under the assumption that you've already been built fairly tanky and want that extra bit to make bursting you down a chore, if not impossible in any scenario less than a 5 v 1. Of course building full tank on Cho'Gath does leave your damage a bit neglible, but you're going to be sticking around that much longer in a fight unless they all focus you, so it depends a lot on your team comp. Already have a bunch of tanky champs on your team? Build some AP, everyone else being a bit squishy and mid to long range? Build tankier. Then, in the second scenario you've absolutely dominated with early kills to the point that having more hp and regen would be more useful than getting more armor/mr. Mainly because early game it makes you really hard to burst down, and poke damage gets regened quite quickly. Of course if you're pub stomping with Cho'Gath that early, I would be surprised to see the game go on past 20 unless someone is equally stomping another lane. So, in those two scenario's I'd take it on Cho'Gath, but most games I wouldn't take it on him.
