I feel that the strength of characters designed to be support have three main factors that determine their strength:
1.) Your team's overall IQ
2.) Your positioning
3.) Covering the weaknesses of your team, while boosting its strengths
Zilean and Janna can almost always cover number 3 no problem, assuming it's not some stupid team composition that has little to no DPS.
Number 2 depends on your skills, mainly awareness: proximate, situational, or map awareness.
Number 1 is why I don't like playing supports when I play with the less skilled people of sp.net. No offense.
Zilean contributes more to team fights than Janna does, unless Janna's contribution is to nullify the other team's initiation.
