I'm thinking that threaten always worked, it just didn't "fully" work. I'm pretty sure that threaten only reduces PB's attack, defense and accuracy by 15% rather than the full 30%. Maybe that's what Fiel meant to say in his "[BB] All Known Formulas" thread?
