You and purple don't have the big picture in mind. They can only do so much balancing with internal testing and possibly the "public" test realm. What may look good in paper may not always be the case in practice.
Riot admitted that Vayne may be a bit too strong in what she does, but also too weak in her weaknesses, and that 440 base damage on her E+wall may be a bit high. Personally, I'm finding that team composition plays a rather large role in whether Vayne will do well or not. Her enhanced auto proc Tumble actually makes her more prone to a counter response if her opponents are waiting to do so, and the benefit of Silver Bolts requires either concentrated auto-attack fire, or a single shot + Tumble + Condemn, which is somewhat of a rarity at my skill level to be able to pull off consistently and come out ahead of the opposition. Of course, this changes a lot when she ults, but ranged carries typically die if focus fired by two champs with decent damage. As for vs. a solo enemy, well, sucks to be him/her/it I guess if they cannot respond to her Tumbles and pokes.
Also, Irelia may have less burst than Vayne does, but if you fail to kill her or at least deal lots of punishment in a short while, she'll just keep coming back for more and never go away. Trundle and Mundo are even more "I will never go away". What these champs have that Vayne does not is survivability when fired upon. I should know. One mistake in positioning or map awareness with Anivia or even being near aggro flash-happy feggots spells doom for her.
Point being, you have to look at the facts and approach the supposed problem at several different angles.
On a related note, I think Vayne may be a bit OP if played correctly. @Dark Link, I did 1163 physical damage on a non ult Tumble crit with IE against a bot. That's not including Silver Bolts.
