You have to have an absurd amount of HP for Vayne's true damage to outdo Irelia's over time.
EDIT: Works out to just over 2.8k.

Vayne starts beating Irelia just short of 1,950 HP, as far as the true damage is concerned. Irelia has a lot of advantages over Vayne, though;
- 3 sources of damage that are equally difficult to itemize against
- a low CD heal (her ult) - and the heal is based off unmitigated damage
- Irelia has natural CC reduction and is quite beefy
- Irelia's CC is more reliable
- Vayne has to stick to the same target or else she loses the bolt stacks
