They say that because Irelia can do a balanced amount of Physical,Magical and true damage. So they think its more annoying to stack Armor, Magic Resistance or Hp to counter her.
With Vayne you only need to stack Armor and avoid her 3hit as much as possible, maybe Reducing her ASP to complement or having dodge.
