I think it's generally accepted that snipe does cap - monster defense on bosses and automatic instakill on non-bosses.
Pierce actually breaks the regular damage cap to go to nearly 250k because of the multiplicative formula it uses (although it might still DC you after 200k, I forget). As was already mentioned in this thread, a 200k general cap would mean pierce's new cap would be nearly 500k.
