Nothing but a roll back could've undone the sheer extent of usage they had for how long this was in effect.

I didn't say he said that, just that maybe his point is all. But think about it this way, what's more reliable, MTS which isn't affected by roll backs or hording scrolls? They are going to chaos scroll really expensive pomegranate so they can MTS it and hold it there until everything cools down. At least the ones who do the most damage per exploits.
