I think his point is, before the patch they used them to make equipment that won't be deleted because they were used and not kept.

From what I saw in sleepywoods Yello subs, people didn't drop illegit scrolls like ordered, but instead used them.

They weren't ordered to drop them till after they were unusable, therefore the premise of the complaint is flawed.

Nothing but a roll back could've undone the sheer extent of usage they had for how long this was in effect.
