Maybe ive caught on to the wrong thing, but i had the impression all champions will have a base tenacity and you can boost with items but it doesnt stack. Id assume Irelia, for example, could have more CC reduction due to her passive, or she has less base tenacity compared to others to even it out.
Or everyone starts with 0 idk..
