A Hp tanky build Shen can kill anyone alone with Vorpal blade to heal and ki strike to attack, i know because as a pre nerf-nerf nocturne i could not kill a shen when i had Black Cleaver Lifesteal Brutalizer and i think stark fervor too.

This isn't going to fix anything that makes Shen strong. It's his ult. Nerf everything to the ground but the ult and you'll have the same Shen, more or less.
