The number is so there so that they don't accidentally read any "killer essays" written by people who "failed" the requirements and give scholarship money to the wrong people. I'm sorry you're pissed that you're unable to get any scholarship money from your ACT score, but guess what... you should have realized while you were still in high school that standardized tests don't get you scholarship money unless the money is directly from the testing companies themselves.
Even though I scored higher on the SAT, I liked the ACT better. The SAT is worded to confuse and trick the readers into solving the wrong problems. It took me over a year of practice to raise my score by a lousy 230 points.
