Getting to 30 with 4 dex is super easy if you are willing to spend a few mil, but even if you dont want to spend that much it isnt hard.

I know I didnt fully answer your question, but I am looking up a few things and will add more in a bit
On my low dex spearman I mess around on, I have 10 base dex and use a 100% bathrobe(10 dex), a 3 str 5 acc blue bamboo, and a 52 atk 14 acc pumpkin spear for a total of 38 acc. I also used a 46 atk 5 acc fish spear before I got to level 25.
So pretty much the point of my post was to show you its not hard to get the needed acc at lower levels and to tell you that you should leave your dex at 20 until you start missing monsters and cant afford to upgrade your acc gear.(maybe at level 80, not counting macis in lmpq or monsters in cpq)
Try to get use the following...
- 5+ acc brown dana= 2m(or atleast the last time I check)
- 10 acc pill(its a given)
- and for your weapon, buy a fish spear in mts for 221nx. I even managed to get a like 3 above avg atk for 221.
- once you get to 20 100% a bathrobe and you can switch to a pumpkin spear at 25.
