A) Turns on the flashlight to confront the approaching person.
Not only is this my first reaction if I was in the same situation, it feels this is not someone you can just run away from. You have to deal with him sooner or later.
Having some guy with a backpack filled with food and stuff reminds me of Battle Royale, where you're given a bit of food and water and a weapon. If so, then the notebook may even be some kind of Death Note.
