It is on tanks. Especially on rammus. As jungle rammus it's already hard enough to tank efficiently until late game once you have enough MR, armor AND hp to not die in two seconds out of DBC.
On cho you should be building tank items as well, but you can also focus more on ap. If you really want wards, buy them just like every other jungler that does or doesn't get wriggles. Not cost effective especially when you have a massive nuke to get your buffs/ counter-jungle the enemy with. Need to remember that the point of jungling isn't GANKGANKGANKGANK(Except as rammus, that's pretty much the only reason he jungles. He's mediocre at controlling anything without constant aid from his team).
