Depends on the situation in lane. Are you low on hp? Do you have mana for the necessary cc/gap closer/other ability? If yes to the first and second, I'd say you can try to bait the enemy to get closer to you. If yes and the no, you're going to have to come in second unless you want to risk giving up a kill to the enemy. And if you're full mana and hp, then obviously you should initiate, let them get half hp, then have the jungler come in if possible. Your goal is to make sure they burn most of their abilities on you so that your jungler can use their red buff/cc to chase and kill them with relative ease. Granted, I've initiated plenty when I've jungled, but I like it when the laner does so first a vast majority of the time. My main reasons for that is that sometimes it scares the enemy into wasting a flash or ghost prematurely, other times they don't use it soon enough and give up an easy kill, and very rarely, they don't need your help at all, they just needed some confidence that you were there in case they screwed up, in which case you've wasted a bit of time, but let the enemy champion know that even without a jungler there, their champion/play is superior. Edit: Oh, there is one exception to the above, if you're ganking a lane with a tank in it, tank always goes first regardless of who has CC and whatnot. They're meant to soak up as much damage as possible after all, and while you don't want to give out kills, they are the best possible person to die in any ganking scenarios that go bad, assuming everyone else on your team makes it out alive as well.
