NONONONONonooooooooonooooooooooo. No. This is a really bad idea.
a) Armor pen marks dwarf AS marks.
b) Yellow/Blue AS runes barely give any stats.
c) You're better off using HP/level seals, flat armor seals, or mana regen seals.
d) or CDR glyphs, or MR glyphs... etc.
AS is generally a bad stat to waste rune slots/mastery points on because it's so easily acquired through items. Armor penetration? Not so much.
