The nerfs were solely due to his 1v1 duelist ability, but he sucked ass in 5v5, which made him suck ass in EVERYTHING. The buffs were to help him in 5v5 fights, and his jungling, while keeping his 1v1 in check.
Also Xin is EASILY shut down, so letting him freely farm / get that threatening means you and/or your team were doing something wrong.
Most champions got STUNLOCKED while 1vs1 against xin. Thats the reason of the nerf, To remove the "Antifun stunlock" of xin. The buff where indeed to help him on team fights while still keeping his 1vs1 capabilities.
And the game is indeed balanced on 1vs1 and 5vs5. If the game were fully balanced for 5vs5 then why do assassin champions exist? They suck 5vs5 but excel in 1vs1.
