If I had to hazard a guess, Rumble's heat would be close to peaking when he goes through his spell cycle. His CDs would otherwise be fairly normal; it can't be too short since the only thing preventing him from spamming like a git is the heating system, but it can't be too long either or else you'd have a hard time getting into the danger zone.
