I'll take the same hard line cause I've had since I started playing this game and understanding how it works: If they want to hack, they should be permanently banned for any and all offenses.
I recall when hackers CC'd all the time or tried to hide their actions and pretend to be legit, because the community as a whole recognized that hacking was a huge imbalance in fairness.
Now hackers don't even care, and most don't get banned even when they do hack.
For me personally, it's a choice of the intentions of the game: If the developers wanted us to have hacks, they would have given us meso vac or whatever in game. Thus using hacks violates the spirit of the game.
If I were in the ability to do so, all hackers would have their accounts permanently banned and deleted, and they would magically be banned from ever making another account again. Mind you the sheer magnitude of the hackers running around and the inability without doing thorough searching in the database by a team of people inside Nexon and such make it impossible to ban them all, and since new hacks are churned out pretty regularly it seems that hackers will never vanish.
I kind of wish Nexon would enforce a splitting of two versions of the game, one where you could hack without consequence and one where all hacking were bannable immediately. Then the hackers could all go have uber-godly damage on their version while those of us who really want to do things the "right" way would have our version sans all the hacking.
I don't care if the actions of the hacker are malicious or not, it still goes against the game and should not be tolerated. If we were intended to just easily get MW30 or Zerk 30 or level super-fast and all that, the bosses developed wouldn't be nearly so hard, or we'd be given the ability to get them beat easily. The idea is to work for such drops that hackers devalue, and while not everyone likes the idea of having to hunt for them, it doesn't mean that things are right as they are.
